The grey cardinal of Great Construction, Yuriy Holyk, is the shadow master of multibillion-hryvnia tenders and public funds
Yuriy Holyk was among a select group participating in brainstorming sessions on the upcoming presidential and parliamentary elections attended by Volodymyr Zelenskyy.
Roman Kravets reported this in "Ukrainska Pravda".
If Zelenskyy loses office, there is a strong possibility that law enforcement agencies could open various criminal proceedings. According to the publication, potential investigations could concern the Great Construction project, off-the-books payments to members of parliament, Wagnergate and other matters.
Systematic preparations for the next elections are therefore expected to begin in the spring of 2022.
According to two senior sources who spoke to "Ukrainska Pravda", the issue was discussed several times during brainstorming sessions attended by President Volodymyr Zelenskyy, Andriy Yermak, Deputy Head of the Presidential Office for Regional Policy Kyrylo Tymoshenko, Great Construction consultant Yuriy Holyk, Servant of the People parliamentary faction leader Davyd Arakhamia, Deputy Speaker Oleksandr Korniyenko and Servant of the People party leader Olena Shuliak.

“Do not assume that they just sit there and talk only about the elections — that is not the case. We discuss current issues in general: Petro, Dima Razumkov, the party and the parliamentary faction. We also discussed the presidential election. No decisions are made there; it is simply an exchange of ideas,” a close associate of the president explained.
Under Petro Poroshenko, Yuriy Holyk served as an adviser to Dnipropetrovsk Regional State Administration head Valentyn Reznichenko and promoted the administration’s achievements in tenders and construction. At the time, "Nashi Hroshi" examined procurement prices for road repairs worth a total of UAH 1.93 billion, which Yuriy Holyk had repeatedly praised. The investigation found that the Dnipropetrovsk Regional State Administration had purchased asphalt concrete at prices 1.5 times higher than those paid in neighbouring regions.
After Volodymyr Zelenskyy was elected president, Yuriy Holyk became a consultant for the Great Construction program, which now accounts for 11% of Ukraine’s entire state budget. Valentyn Reznichenko once again heads the Dnipropetrovsk Regional State Administration.
